in The New York Times - Travel Magazine...

"Building No. 21, once the Bata company’s head office, is Zlin’s most impressive structure, and it stands, appropriately, in the center of town. Although the 17-story office block may be modest by American standards, when erected in 1939 it was one of the tallest in Europe. It was designed by Vladimir Karfik, a Zlin architect who had worked with both Frank Lloyd Wright and Le Corbusier. (Tomas Bata himself never saw it. He was killed in a plane crash in 1932.) Today the ground floor and roof terrace are open to the public. This elevator wasn’t just a way of getting to the next floor...it was designed as the mobile office, complete with desk and phone, of Tomas’s half brother Jan Bata, who took over the company after Tomas’s death."

I was curious about the design of the position indicator and the reason
for the apparent blank spot below the numbers 14, 15, and 16.
After increasing the size of the image I could see the word "NEVSTUPUJ".
This is similar to the word "NEVSTUPOVAT" seen on the sign hanging across the car entrance.
I did an internet search and I believe it means something like "Keep Out" or "Do Not Enter"
